Course Description
The Spill Prevention, Control, and Countermeasure (SPCC) Rule was established by the U.S. Environmental Protection Agency (EPA) under the Clean Water Act (CWA), Section 311. Its main purpose is to prevent oil discharges into navigable waters and adjoining shorelines.

The regulation mandates that certain facilities that store, handle, or transfer significant quantities of oil must develop and implement an SPCC Plan to prevent accidental spills.

The course ensures that employees understand their role in preventing discharges, protecting waterways, and maintaining safety and compliance in daily operations.
